For a device as simple as a pair of handcuffs, a surprising number of people who are expected to be trained in their use have not received adequate instruction. Even among law enforcement officers, cases of handcuff misuse are common. Sometimes, they lead to injury for the subjects that are being restrained; sometimes, they lead the subjects with too much freedom of motion, putting the arresting individual in jeopardy in case the subject offers resistance.
